WordPress 3.3 Beta 2

Changes since Beta 1:

1. Updated the Blue theme

2. Fixed IE7 and RTL support

3. Improved flyout menu styling and fixed several glitches

4. Finished the Pointers implementation

5. Landed the dashboard Welcome box for new installs

6. Improved contextual help styling

7. Tweaked the admin bar a little more

8. Fixed a bunch of bugs
